There is a new toll road that goes between the south side of Rosarito and Otay Mesa. It does't connect with the Tijuana-Ensenada toll road yet(right under it). You need to get on it from the free road at Popotla. It isn't connected yet because they aren't charging for it yet. The toll booths haven't been built yet. Road is great quality and isn't traveled much yet. It connects in Otay just east of the border crossing near the toll road to Tecate.

In case you would like to know how to get to Otay on the new road northbound out of Ensenada:
- Take toll road going North out of Ensenada
- Take Puerto Nuevo off ramp, head North on "free road"
- At KM 33.5 in Popotla, turn right on 4 lane road marked “Tijuana Tecate Hwy 2”
- It's about 30 miles to Otay Mesa, watch for slow merging traffic
- Stay right and take Tijuana turnoff
- When you get near Otay, it turns into Blvd. Industrial, stay on Industrial for about 4 miles.
- Two blocks past the McDonalds, at the "Garita Otay" sign, turn right and stay in right lane for border crossing.
- Once you are on the US side, the 905 will take you to the 805 and 5 in about 10 or 15 minutes.

MEXICO at Otay Border: Mile 0.0, Time 0:0
Head straight south, staying in left lanes. Follow signs for TECATE.
LEFT TURN at signal, slight curve to left just before signal: Mile 1.1, Time 0:03
Heading east on Blvd. Industrial... soon becomes divided highway!
Take new highway south, signed for Rosarito, Popotla, Ensenada (toll highway 2-D to Tecate curves to left, see toll gate, Big Horn Sheep monument almost unseen heading south): Mile 6.0, Time 0:13
Free Hwy. 2 (TECATE) interchange, continue south then southwest: Mile 13.0, Time 0:22
Cross the Rodriguez/ Tijuana reservoir and head into the hills...
Pass under the toll highway (Mex. 1-D) and come to the free highway (Mex. 1)... Mile 31.3, Time 0:38.
They will have it connected to the toll highway, but that work seems stalled. Too bad, but until then go a few miles on the free road to almost Puerto Nuevo where you can hop on the toll road for free.
Fox Baja Studio entrance is just to your right, Puerto Nuevo and access onto the toll highway is about 6 miles to your left.

Because I have driven on it several times and I do not say things that are not factual. See photos of it and a road log in the Baja Nomad Road Conditions forum from May, 2007...

The road between Otay Mesa and the south side of Rosarito was ready for use in 2006 originally it is said to be the toll road but there is no booth on it yet.
