Is it pretty straightforward to cross from California to Baja?

No. It is actually quite easy. You can cross by car, bus, and walk. Getting back into the U.S. is what takes a while longer, as they do a more careful inspection of people and vehicles coming across the border.

This is not the case only in california to baja.. but also in other states and in other countries too..
going out is easy but coming in will be a bit difficult.

I had done some google search an found this:
"Governor Arnold Schwarzenegger and Baja California Governor José Guadalupe Osuna Millán have signed a Memorandum of Understanding to continue to build upon their cooperative efforts on important issues in the California-Baja California border region.
Improves the safety of both Mexicans and Americans as they cross various points of entry between California and Baja California, by improving efficiencies, infrastructure and wait times at the border. In December 2008, Governor Schwarzenegger announced a new California-Mexico border crossing in Otay Mesa between the two states. The project is projected to break ground in 2012 and open to traffic in 2014."

There is always a sense of consciousness while crossing any border in this world. So one must not take it very easy and must keep every legality in mind.

Oh yes. Both these countries are connected with each other by train, buss and of course, aerial route. It depends on your choice.
The air flight should not take more than 1 and half hour, welcome home
